Watering is best done when there is no sun to avoid loss by evaporation. A lawn creates deeper roots and protects the land from the sun, reducing moisture loss. Collect rainwater for use in irrigation, all you have to do is find a large cube, bucket or Rainwater collector (In stores you can find buckets of all sizes) and put it under water channel or guttering, so every time it rains it will fill up and you can use it free.

There are mechanisms you can buy which will show you how much water needs to be used to irrigate the garden. This is a hose with a special nozzle. While watering the garden, a dial measures the water used in gallons and in this way the consumption is known at all times so you can minimize water waste , you can also buy accessories for  hoses that can adapt to use rain water.

Lighting in the Garden

For lighting you can opt for LED lights or better yet solar-type lights and there a wide variety of styles for all tastes. Solar lights save energy and can last up to four times longer than traditional lights. There are also tiles that feed solar energy to provide light. During the night as  these tiles are fitted with LED lights,they light up and last about eight hours.
